Academic Conference on Prof. Lau Siu-kai’s Researches on the “One Country Two Systems”

The academic conference, co-organized with The Commercial Press (H.K.) Ltd., was held on 16 June in the Central Learning Centre and Enrolment Centre of the School of Continuing and Professional Studies. Prof. Siu-kai Lau and five guest speakers shared their views on the practice of “one country, two systems” in Hong Kong.
Prof. Siu-kai Lau shared his experience of conducting research on “one country, two systems” over the past years. He mentioned that in addition to the rapid political, economic, and social changes since the establishment of the HKSAR, the low level of confidence of Hong Kong citizens towards the government and the leader has brought new challenges to the Basic Law and the actual practice of “one country, two systems”. Hong Kong has a unique political system, and understanding Hong Kong’s government structure and historical environment is the pre-requisite for discussing Hong Kong’s democracy and governance.
Prof. Stephen W. K. Chiu, Co-Director of the Hong Kong Institute of Asia-Pacific Studies, delivered speeches of welcome, along with Mr Hung-wu Wen, Chairman of The Commercial Press (H.K.) Ltd. Prof. Stephen W. K. Chiu also moderated the Seminar. Five speeches were delivered by Prof. Geping Rao (Professor, Peking University Law School), Prof. Zhenmin Wang (Director, Legal Affairs Department, Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region), Dr Wanda Guo (Executive Vice President, China Development Institute in Shenzhen), Prof. Albert Hung-yee Chen (Cheng Chan Lan Yue Professor in Constitutional Law, The University of Hong Kong), and Prof. John Mo (Dean, Graduate School, University of Macau).
Prof. Geping Rao discussed research and education on “one country, two systems”, and the dissemination of the results of such research. Prof. Zhenmin Wang provided an analysis of whether politics could become a science with regard to Prof. Siu-kai Lau’s research, Dr Wanda Guo shared his perspective on Prof. Siu-kai Lau’s work “The Practice of the ‘One Country, Two Systems’ Policy in Hong Kong”, Prof. Albert Hung-yee Chen presented his review of Prof. Siu-kai Lau’s research on the development of Hong Kong’s democracy, and Prof. John Mo shared his thoughts on the unique political state of Hong Kong since the establishment of the Government of the Hong Kong Special Administrative Region. The Seminar attracted over 100 participants. After the speeches, discussion sessions were held to foster academic exchanges among the speakers and participants.
